Is this boat a buy for a first time buyer?
I think so, outboard is a simple motor with easy access, also perfect size to learn how to back up in water.
It looks pretty good and carpet isn't that hard to fix. Make sure the motor has no issues, look at all the wiring. It is hard to find parts or someone to work on motors that old. I learned that with my first boat
See if they will meet you at the lake to test it. These motors act differently on land then they do in the water. In the water you have back pressure on land you don't so sometimes they will run great on land but as soon as you get into the water they won't run. Also learned with my first boat. 2000$ later it ran great after they replaced all the electrical stuff and new carbs.
