Probably needs carb cleaner sprayed into throttle body to clean it. This lawnmower has sat for two years so you'll want to drain out the old gas. There's also a small hole about the size of half the diameter of a dime in the metal of the mower deck you can see in one of the pictures where the paint is missing.
