It is awarded to any member of the U.S. military, including those from the Philippines, who served on active duty between December 7, 1941, and December 31, 1946. The medal is bronze and 1 3/8 inches wide. The obverse side depicts the figure of Liberation, with the inscription "WORLD WAR II". The ribbon is primarily red with wide rainbow borders. The broken sword represents the defeat of the enemy and war in general.
