2006 Dodge Caravan

So this van was my daily driver 2 years ago. I got a brand new car and it has been sitting ever since. I drove it the day I bought my new car. I tried to go out and start it a while ago and it won't start now. I'm assuming it needs a new battery is all but not sure. It defiantly needs a good cleaning on the inside because it's been sitting. The title is clean and it's legal. I have the registration and the bill of sale but I never put it in my name. It was my husband's aunt's husband who moved back to Kenya. He doesnt even live in the country anymore.I called the DMV and asked what would needs to be done and they said in order for somebody to put it in their name they would need to bring my bill of sale that i got and then I would write them a bill of sale and then they would have to come to Washington State Patrol and have it inspected and then they would get something called a 3-year ownership and doubt and wouldn't be able to get the actual title for 3 years. But they would be able to get registration and plates and tabs and everything. I know it sounds kind of like a mess but that is what would need to happen in order to get it into somebody's name. Would be good for work van for someone or someone that just needs any car immediately and is willing to come get it started or picked up. I'm just trying to be completly upfront about all the details. Serious inquiries only please. Thank you
