NVIDIA GeForce RTX 3080Ti FE used/scuffed check description

So the PCB was originally in a Corsair Hydro X water block but I didnt have a watercooled system anymore, I put the PCB back into a Founders Edition shroud, but there are two issues; 1. Fan 1 which is the exhaust fan on the bottom is not working, I have replaced the fan itself, reseated the rubber cable inside multiple times, the fan will not spin, I believe at this point its an issue on the PCB. (Orange circle is Fan 1 port thats not working, blue circle is Fan 2 that is working) in Photo 4 2. The port that houses the connector to light the "GeForce RTX" on the side has been shaved(?) off, not sure what the original owner was thinking. (The red circle) in Photo 4 Whats wrong with the card? It runs hot and loud, with no Fan 1, it does end up reaching 83C which is when the card starts to slow itself down, also Fan 2 is running at about 2200+ RPM playing a game like Marvel Rivals for about 20 minutes at max graphics. There is bit of a whine aswell. Check Photo 5 I will test the card in front of you, it can be used like you normally would, of course over time it does have a chance of dying which is the reason for the discounted price.
