Esq From: Jefferson City Missouri To: Dekalb county missouri dec 5th 1875 There is no way by which you can be cut off from the village district and escape taxation for interest and principal of the bonds. Sections 17 of the Special Act of 1870 provides for annexing and detaching territory, with this exception. The Township board was abolished by the general act of 1874 and District Annual Meetings provided possessing the powers of of the Old township board. See Section 18 General Law. Therefore, in cases where the Annual meeting of an adjoining district and the board of education votes against letting them go, the case goes to the County Commissioner on an appeal and his decision is final. Of the majority of the people in the detached and attached territory must be in favor of the change of boundary. The Annual meeting of each district affected and the board of education must petitioned. Its is my opinion now without close examination that the detached portion can claim a share of the schools property. Yours ? R.D.
