I bought myself this super cute dress thinking it was big enough but didn't realize the hip area didn't stretch so it doesn't go over my hips. I generally wear womens XL or 1XL or 16. Not sure if this is Juniors size? Either way, I have provided their sizing chart and definitely seems to be more of a womens L or 12, please measure yourself to ensure skirt part fits. The top has adjustable straps and a stretch back.
