Hypertough 2 bike carrier for trailer hitch. Fits 1.25in receiver or 2in receiver with included plastic adapter. Bought from Walmart for $85. Holds up to 80lbs combined. Used for several years. Still in good condition. There is some rust on the shank end, and I noticed the padding on one of the hooks is worn through. I reversed the pad for now. You could always tape it or replace it with pipe wrap. I bought heavier Ebikes and needed to replace this with a stronger rack.
