Missing attachment hardware. Replacement parts can be found online (I have a few of these and have had to find parts for different setups so can guide you to the right parts if needed). Depending on what you need I’d assume max $40-60 in additional parts and you’d be set (even less if you have carriage bolts or u bolts or other parts that you could reuse).
