Verified on his official Facebook Page a few months ago. This is an early Chuck Oberstein painting, he is a native California artist who is best known for drawing clowns. He gained viral notoriety on the internet after he passed away for his work. This is a very early painting before he ever drew his famous clowns and his daughters said it slightly resembles him.
