I believe this to be an Horrocks-Ibbotson "Old Reliable" model No. 11 fishing reel. I've attached a pic from the 1924/1925 H-I catalog which appears to show a match. Please correct me if I'm wrong. The spiral cutouts seem to be a rare feature on these old skeleton reels with the side mounted foot. Great patina. Spins as it should. Great collector piece.
