This thing is built like a tank. They built them well back then. It has never been hooked up to electricity or even filled with oil. It is literally brand new, other than being 21 years old. The motor, belt, and air compressor (2 cylinders) spin freely. Nothing is frozen. It's good to go once hooked up to electricity and oil is added. There is very light surface rust here and there, but overall, it is in really good shape, and ready for use. You will need a truck or trailer to transport this puppy. It's a few hundred pounds. It's still bolted to the original pallet it came on when purchased, which makes it easier for transport. It needs to remain upright for transport as well.
