Wet the dirty areas, apply a little dish or liquid hand soap, stain remover, gently scrub with an old toothbrush then put in the wash and consider air drying. One of it's strands of hair has a repairable tear - get a sturdy piece of scrap fabric such as jean or burlap, tightly pull together both torn ends of the tear and glue them on the fabric.
